In general, the desktop color setting is done in Windows Settings, but it is also possible to set it in classic Personalization options. Some are linked to each other.

open Color and Appearance
▼ To open Color and Appearance options, run the following command. As shown below, presskeys and open Run. Enter the following 1CLSID key in the text field, and click 2 button.
▼ in the “Color and Appearance” setting, when you select the desired color, it change the color of Start Menu, Taskbar, and Window borders at once.
